Ø  An addition of 10 per cent. upon the duty is exacted on all goods, ware and merchandize, when imported in foreign vessels; and all articles subject to duty, imported int7o the United States, not having been landed more than one year, are allowed a drawback on the duties, subject to deduction of three and one half per cent. except spirits, which is half cent. per gallon, and 1-2 per cent. on the mount of the Duties.
